17) The Formula
To recap the argument:
The United States needs to move to a system of the Government being established to secure the rights of the individual instead of continuing to annex more personal and property vis-à-vis legislation such as ones that mandate socially acceptable behavior in a punitive manner.
The United States needs to move a politically constitutional system of judging constitutional legality by determining whether legislation meets a Blind Baby Test where race, gender, age, & region of living a not a determining factor of wealth redistribution.
To simplify both the budget process and to address the current failures of both major political parties in the United States the US should move to a budgeting system based upon the following formula:

a) PTD is defined as a population of total tax dollars available after moving to a flat tax rate on individuals and corporations.
b) PTD assumes Payroll Taxes have been eliminated and replaced with a flat tax rate.
c) PTD assumes Federal Fees and Taxes on the population have been eliminated.
d) PTD assumes that the Health Care Insurance industry is eliminated and replaced by having the Federal Government make direct payments to providers for medical expenses.
e) M% is defined as the % of PTD used to fund the Military Department
f) S% is defined as the % of PTD dedicated to fund a universally equal Redistribution of Wealth to all Citizens
g) SS% is defined as the % of PTD required to “resolve” all current outstanding Social Security obligations as the system is “phased out.”
h) H% is defined as the % of PTD required Health Care for Citizens.
i) L% is defined as the % of PTD dedicated to paying for living quarters for Citizens.
j) I% is defined as the % of PTD required to make Interest Payments on the US debt
k) D% is defined as the % of PTD required to Pay down a portion of the US debt
l) N% is defined as the % of PTD dedicated to fund NASA
m) E% is defined as the % of PTD dedicated to fund Education
n) A% is defined as the % of PTD dedicated to fund Agriculture

The argument put forth by the proponents of the Patient Protection and Affordable Care Act and also the Health Care Education and Reconciliation Act of 2010 argue that mandating a punitive Federal Government Control over the rights of the citizen via the individual mandate is the ONLY method by which a health care system that provides an equal opportunity health care system to the citizens of America can be accomplished. This argument is not valid. A different non punitive, cost effective system of health care can be established in the USA that does not trample the rights of the citizen.
Compare this approach to health care as well as the Taxation and Budgeting concept to what you see occur this year with the budget process where, despite promises not to do so, earmark after earmark is offered up to have votes purchased. The Democratic and Republican parties are at odds over the Federal Budget and this process will continue. Watch the political maneuverings over a period of many months’ waste time and money. This is time and money that could be put to better use.
Watch both the Democratic and Republican elected officials wrangle with spending issue after spending issue on bill after bill. Think about the process compared against a much simpler system that “pre-dictates” to the politicians how much money they have to spend in what department. Watch as “sudden” new spending requirements are issued to pay for new programs.
There is a saying that one definition of insanity is continuing to repeat the same actions over and over again expecting a different result. What result can be expected to be different as long s the current framework for creating and passing a budget based upon horse trading exists?
America faces many challenges. Just this week there are those who argue that the debt of America is not a security issue. The people making these statements believe that there is an unlimited access to capital that America has and can afford. The people making these arguments speak with 100 % certainty that America’s debt no load is not a problem. Ask yourself one question: Just what makes any person making such an argument such an expert that they can speak with 100% certainty that America’s debt is not a problem? What if the arguers are wrong?
America’s enemies are primarily outside America’s borders. America needs to pull together to defeat the enemy of Radical Islam. The problem is that as long as the Federal Government continues to drive multiple wedges into society pitting citizen against citizen America is weakened and not focused on defeating the real enemy. A different construct that what is being advocated by either major political party is required to heal the split in America.
The defeat of Radical Islam will come from making America a land where the personal and property rights of each citizen are respected. The defeat of Radical Islam will come from making America a land of opportunity where sects of society are not pitted against each other for the purpose of power and greed. The next step in the defeat of Radical Islam is the defeat on the Individual Mandate and also a reshaping of how politics is carried out in America.
